ICT and Documentation Committee Charts New Strategic Path for Judiciary

The ICT and Documentation Committee held its third meeting at the Supreme Court. Justice Christopher Izama Madrama, Chairperson of the Committee, welcomed the members and highlighted that the focus of the meeting was to discuss the development of a five-year strategy for the Judiciary's ICT and Documentation programmes. 

This Strategy, initially planned in the last meeting, is expected to define the strategic direction for ICT and documentation, including key outputs, budgets, and timeframes.

Mr. Steven Kirenga from Centenary Technology Services presented the Inception Report for the Review of the Judiciary ICT Policy 2018 and the development of anew Judiciary ICT Policy 2025. He emphasized that the enhanced policy would streamline and elevate the management, delivery, and advancement of ICT-driven services and infrastructure. 

The new policy aims to position ICT as a pivotal and efficient catalyst in executing the Judiciary's business processes to the benefit of all stakeholders.

The Head of ICT for the Judiciary, Mr. David Kikabi, outlined the strategic focus for the next five financial years (FY2025/26-FY2029/30). He stated that the Judiciary will adopt a more focused and consolidated programmatic approach for ICT initiatives, supported by clear, realistic, and predictable transformative results under the new ICT and Documentation Strategy. 

The strategy aims to achieve the following objectives:

Development, Installation, and Roll-out of the Judiciary Management Information System, Secure Expansion and Integration of ICT Infrastructure and Extensive Use of Business Intelligence (Data Analytics).

The others are; Efficient and Effective Digital/Online Access to Research Materials and  Enhancement of Research and Innovation in ICT Products, Applications, and Services.

Mr. Kikabi said that the progress of the Strategy's performance will be monitored on a quarterly and annual basis. The validation of the five-year strategic objectives, programs, outputs, and activities is scheduled for March 2025, and the final five-year ICT and Documentation Strategy for the periodFY2024/25-FY2029/30 will be signed off and launched by the Hon. Chief Justice Alfonse Chigamoy Owiny - Dollo, by May 2025.

Members of the Committee present included; Justice Geoffrey Kiryabirwe (Court of Appeal), Justice Fredrick Egonda-Ntende, Lady Justice Damalie Lwanga (Executive Director Judicial Training Institute). HW John Paul Edoku (Registrar Planning and Development), Deputy Registrars; HW Patricia Amoko (Private Legal Secretary to the Chief Registrar), HW Faisal Mulalira (Judicial Training Institute) were also present.

Mr Sulaiman Hirome (Principal Assistant Secretary), Mr. Ssinabulya Joseph(Principal Information Maintenance Officer), Ms. Julian Rweju (NITA-U Representative) were also in attendance among others.
